During field inspections, PHMSA inspectors will periodically call the phone number posted on markers to ensure there is an answer. When I did this when I was an inspector, I was surprised by how often the number called did not reach the pipeline operator. For example, one gas distribution operator used area office phone numbers on their markers years ago and did not update the line marker phone numbers when the regional offices were consolidated. A small hazardous liquids operator used the phone number of the local office receptionist. When I called the number, the receptionist was out running an errand and there was no answer.
The code covering this is:
Part 192 (Gas Pipelines)
Applicable section:
• 49 CFR § 192.707(d)(2)
Requirement:
Marker must include “the name of the operator and the telephone number (including area code) where the operator can be reached at all times.”
Part 195 (Hazardous Liquid Pipelines)
Applicable section:
• 49 CFR § 195.410(a)(2)(ii)
Requirement:
Marker must include “the name of the operator and a telephone number (including area code) where the operator can be reached at all times.”
